Start with the Wionscons DMV website first. There are some sellers of titles that advertise in Hemmings Motor News that may be able to help you.  

Yeah, titling can be tricky throw in state to state titling and it gets even tougher. I would contact both the N.J. and Wisc. DMV.  

I just noticed your SN is ragtopcuda. That must have cost a pretty penny with mopar prices where they are now.
