I want to lower the front of my 39 and am being told by the older boys that with the bb 427 the oil pan is going to sit to low. What is too low.

I think too low is when a tire blows the oil pan hits the ground before your wheel does

Its to low when something that you value is lost when it hits the ground while driving.

Can you say hi pot hole/speed bump/ raised manholecover/ flat tire
=
asta la vista pan/ headers/ ft cross member grill etc etc.

Low is only cool to a point ;-0

You decide how much its worth...
