No rear brakes

I have a 47 Ford coupe with a 73 Nova sub frame. It also has a Nova rear end. Front and rear manual drum brakes. Can't seem to get very much brake fluid to the rear brakes. The porportioning valve didn't come with the Nova parts, but is supposed to be the correct one. Any ideas as to what I should check?

does it have something that looks like this????

do you have Drums on the front and on the rear...
4 wheel drum brakes.. ??? usually with those.. you need just the safety switch.. which is just a shuttle without a proportioning valve..
but i could be wrong..
what kind of fluid flow do you get when you use TWO flair nut wrenches at the master cylinder..
have somebody pump the brake pedal 3 times and hold.... then loosen both at the same time.. tighten before they let their foot off the brake..
do you get even amounts of fluid from both sides at the master???
its possible that the internal seals in the master have failed... if they have.. you will probably only have fluid flow from one side..

Yes, that's what my porportioning valve looks like. I do have drum brakes front and rear.
Shouldn't be a bad master, as that has already been replaced once. I'll try the method you suggested. I'll see if I can get some pictures and post them.
